My mother was a household servant. Through her work, she observed that successful people spent a lot more time reading than they did watching television. She announced that my brother and I could only watch two to three pre-selected TV programs during the week. With our free time, we had to read two books each from the Detroit Public Library and write book reports. She would mark them up with check marks. Years later we realized her marks were a ruse. My mother had only received a third-grade education. Although we had no money, between the covers of those books, I could go anywhere, do anything and be anybody.

When I entered high school, I was an A-student, but not for long. I wanted the fancy clothes. I wanted to hang out with the guys. I went form being an A- student to a B- student to a C-student, but I didn’t care.

KATHMANDU, Nepal (CNN) - Nepal has given its security personnel permission to shoot pro-Tibet demonstrators during China's Olympic flame climb to Mount Everest's summit early next month.

"About 25 soldiers and policemen have established camps on the mountain and they have been ordered to use force if necessary to stop any anti-Chinese activities," Mod Raj Dotel, spokesman for the home ministry, said Sunday. "This could mean shooting if necessary."

Security personnel will also check mountain climbers for non-essential expedition materials, Dotel added.

"If anyone is found with anti-Chinese material their permit will be canceled and returned from the mountain," he said.

Chinese climbers plan to take the Olympic flame to the top of the world's highest peak, at 8,848 meters (29,028 feet) as part of the global relay leading up to the August 8 opening of the Summer Olympics in Beijing.

Spring is the most popular season for climbing Mount Everest, which straddles(跨越) the border between Nepal and Tibet, an autonomous region of China.

The Nepali government has given permits to dozens of climbers from 30 expeditions this season.

But between May 1 and May 10, climbers are barred from going above 6,400 meters until the torch run is completed. China plans to take the Olympic flame to the summit sometime then.

Bad weather conditions allow only about two opportunities in May for a push to the summit.

The Chinese have not allowed any expedition to climb the mountain from the north side, according the Kathmandu representative of the Tibet China Mountaineering Association.

Almost every day in the past month, Nepalese police have arrested pro-Tibet protesters from in front of the Chinese Embassy and the United Nations offices. The demonstrators are released later in the evening.  

Supporters of Tibet punish the government's attitude toward the autonomous region, and many believe China should not have been awarded the honor of hosting the Olympic Games.

Earlier torch relay stops in London, England; Paris, France; and San Francisco, California attracted tens of thousands of demonstrators. They led to attacks on the torch and relay participants, and prompted police to make dozens of arrests.

Subsequent stops in Argentina, Tanzania and Oman were trouble-free.

In Pakistan, authorities closed the relay to the public. And India shortened the relay and kept thousands of anti-Chinese protesters at bay by sealing off roads and shuttering buildings along the route.

The relay went smoothly in Bangkok, Thailand, on Saturday, amid heavy security and scattered protests along the route.

The flame arrived in Malaysia on Sunday. About 1,000 police officers will be on hand to watch for protesters during a relay in the capital city Kuala Lampur Monday.

People want action on noise, a recent public meeting in Brisbane showed. Some want technical improvements such as quieter air conditioners or better sound barriers around major roads. Others want tougher laws to restrict noise from building sites or to require owners to take responsibility for barking dogs. But the highest priority was a noise complaints system that works.

Brisbane City Council receives more complaints about noise than all other problems put together. So it conducted a survey and found that about half its residents are upset by noise in one form or another –traffic, mowers, pool pumps, air conditioners or loud parties. This inspired the Council to bring together more than 100 citizens one evening to talk through a range of options.

    The meeting found the present regulatory system bizarre. Depending on the problem, responsibility for noise can lie with the Council, the Environment Protection Authority, one of three government departments or even the police. So complainants often feel they are getting the run-round. When the people at the forum were asked to vote for changes, the strongest response was for a 24-hour noise hotline to be the first port of call for all complaints.

    The forum also favored regulatory measures, such as tougher minimum standards for noise in appliances like air conditioners. This even makes economic sense, as noise is a waste of energy and money. Other measures the meeting supported were wider buffer (緩沖) zones around noisy activities and controls to keep heavy traffic away from residential areas.

    But there are obvious conflicts. Many people like to have a bar within walking distance if they feel like a drink, but they don’t want a noisy pub keeping them awake when they want an early night. Most people want to live near a major road providing good access to other parts of the city, but they don't’ want the problem of road noise.

    I was most interested by the proposals aimed at behavioral change. There was strong support for measures to reduce traffic: better public transport, cycle ways and footpaths, even charges for road use. Many people optimistically thought industry awards for better equipment would stimulate the production of quieter appliances. It was even suggested that noise from building sites could be alleviated (減輕) if Brisbane adopted daylight saving, thus shifting the working day and providing longer, quieter evenings.
