Federal regulators Wednesday approved a plan to create a nationwide emergency alert（警報）system using text messages delivered to cell phones.
Text messages have exploded in popularity in recent years，particularly among young people.The wireless industry’s trade association, CTIA，estimates（估計）more than 48 billion text messages are sent each month.
The plan comes from the Warning Alert and Response Network Act，a 2006 federal law that requires improvement to the nation's emergency alert system.The act tasked the Federal Communications Commission (FCC) with coming up with new ways to alert the public about emergencies.
“The ability to deliver accurate and timely warnings.and alerts through cell phones and other mobile services is an important next step in our efforts to help ensure that the American public.has the information they need to take action to protect themselves and their families before, and during,disasters and other emergencies. ”FCC Chairman Kevin Martin said following approval of the plan.
Participation in the alert system by carriers—telecommunications companies is voluntary, but it has received solid support from the wireless industry.
The program would be optional for cell phone users. They also may not be charged for receiving alerts.
There would be three different types of messages，according to the rules.
The first would be a national alert from the president，likely involving a terrorist attack or natural disaster.The second would involve “approaching threats，”which could include natural disasters like hurricanes or storms or even university shootings. The third would be reserved for child abduction（綁架）emergencies,or so-called Amber Alerts.
The service could be in place by 2010.

Cities alarmed by deaths and injuries of pedestrians are taking efforts to make crosswalks safer for people on foot, especially seniors and children who need more time to cross streets.
A pedestrian is killed in a traffic accident in the USA every 110 minutes; one is injured every nine minutes, according to official data. Crosswalks can be especially dangerous for the elderly. 2010 was the year the Earth struck back.

The January earthquake that killed well more than 220,000 people in Haiti is a perfect example. Port-au-Prince has nearly three times as many people – many of them living in poverty- and more poorly built shanties(棚戶區) ,than it did 25 years ago. So had the same quake hit in 1985 instead of 2010; total deaths would have probably been in the 80,000 range, said Richard Olson, director of disaster risk reduction at Florida International University.
Climate scientists say Earth’s climate also is changing thanks to man-made global warming, bringing extreme weather, such as heat waves and flooding.
The excessive(過多的) amount of extreme weather that dominated 2010 is a classic sign of man-made global warming that climate scientists have long warned about. They calculate that the killer Russian heat wave – setting a national record of 111 degrees – would happen once every 100,000 years without global warming.

“The Earth strikes back in response to bad human decision-making,” said Debarati Guha Sapir.” “It’s almost as if the policies, the government policies and development policies, are helping the Earth strike back instead of protecting from it.
